Actually, this a guy from Amsterdam. He’s been doing this for years now. I think this is his winter costume since he has a shirt on …
He also used to skate around the dutch christian- conservative city Kampen, dressed only in the silver hotpants. Shocking the living daylight out of the conservative crowd was probably his idea of a daytrip for this amsterdam-based guy
