Likely this is taken in the New York Subway on January 10. http://improveverywhere.com/ has an annual No Pants Subway Ride as a practical joke.
My thought, as well. It’s spread out to other locations, so it doesn’t necessarily have to be NYC. Improve Everywhere is fantastic.
This was taken at Museum subway station in Toronto on the No Pants Subway Ride. The ceiling lights are a dead giveaway for me.

Yeah, sort of. Well done, by the looks of it. But it can not possibly EVER make up for the nastiness that are her boots. Her hat is almost as bad, except it looks almost like the one from the comic Zombie Hunters

We actually do this in Toronto too. It’s organized by newmindspace. And that does look alot like a Toronto subway station
That was my first thought, the flooring, the layout, the lighting, even the subway going by all appear Toronto to me.
They are known as Improv Everywhere and they pull stunts all over.
Why isn’t the option of revolting on there?

But the next thing is, which subway station it could have been in. At least there’s one clue: it’s a single-platform station, so probably the lower (B-D) platform of Bloor-Yonge, Kennedy or Islington.

This is an organized event. I have a couple friends that participated. Apparently all in good fun.
They do this in winter, which makes it even weirder. You can see in the background how heavily dressed everyone else is.
According to the news, they took off their pants in the subway.
