Nope, it’s a rebellious Japanese youth in Tokyo’s fashion district, Harajuku. I saw him myself last weekend.

They were the first thing I saw and I was like, ‘wow-ness! Weird!

And then I went to that park and was very blown away.

Doesn’t have to be. I think it’s a woman, actually. Based on… dunno, maybe the horrible awfulness of the entire outfit. In my experience, a Japanese guy wouldn’t be caught dead in this. A Japanese girl on the other hand might be so obsessed with looking ‘kawaii’, that she could eventually get really, really desperate. And delusional.
Yeah…but some dude’s Frat could really be a big bunch of jerks as well.
Have you been to Japan? Crazy Japanese men would wear this. I’ve seen guys in full blown lolita with stubble and leg hair. This is actually crazy-lite. Once in Harajuku I saw an old man with a long white dress and a hat with bulbs of water and goldfish hanging down from either side of his head. Goldfish head bulbs!
Yeah, I lived there (2 years in Tokyo, 1 in Osaka). I wasn’t even talking about the crazy part so much, as the poor taste/poor matching. I’ve seen guys in women’s/lolita dresses, too (and pple in Harajuku are just pure awesomeness, even if a bit … surprising, sometimes xD) but usually, the (younger) guys clothes at least matched (even though some really should remember to shave their legs n face). Girls (and older folks), on the other hand, seemed more crazy to me, y’know, fashion-wise.
… I do seem to have an innate ability to ignore weirdness unless it jumps up and down in front of me, though. I remember accompanying a friend to a lingerie store and seeing (but not really noticing) that one stocky older guy wearing a BDSM mask and a normal business suit tie & jacket (no shirt) on top, while prancing around the store in nothing but a tiny pink lace thong below his waist, showing off his not too remarkable, semi hard package. Even after my friend elbowed me, it took me a few moments to understand what she was so upset about.
Ignorance is bliss, I guess.

Actually, I saw this person myself last weekend. This picture was taken in Tokyo’s fashion district, Harajuku. See the 6+ Japanese people and Japanese street sign next to the green crosswalk signal for reference. If you saw this picture in a Fruits magazine first you would have said it was cool.

That is probably a fail because it is not very cohesive.
If you waited at that crossing near Takeshita Dori in Harajuku you’d see a thousand similarly dressed young people on a Sunday. Then she wouldn’t look out of place.
About a block or so away behind the photographer is the start of the “Champs- Elysee de Harajuku”, where the fashion is Gucci and Louis Vuitton.
